  O rings rely on the fluid pressure to push the ring against the 
  surfaces so that it seals.  So, a less than perfect O ring might well 
  leak with no pressure, other than the weight of a bit of water, while 
  not leaking at higher pressure when running.  A new O ring should solve 
  the problem.
