[APD] NO3 and plant ID

Hi All.

Equipped with a new wisdom taken from this list I got rid of green water 
by means of UV clarifier.
It worked out very well by the way.  Now I dose the plants with variety 
of the supplements. So, the
question is what level of NO3 should I aim at?

Also, could you help me to identify this

Am I right to assume that it is 'Ludwigia repens'?
