Well, that makes a lot more sense and it's a common
restriction. The inexpensive electronic ballasts in those
substitute-for-incandescent compacts often do not have the
circuitry necessary to keep the filaments from breaking
quickly when operated under dimming conditions.

Even with ballasts and dimmers made to match to operate
fluorescents at dim conditons, the bulb life is
substantially shortened the more time, and the dimmer that
the bulb is operated.
