Low O2 can be due to poor plant growth, generally this is the case IME.

No NO3? Low CO2? Add PO4? These generally will take care of low O2 production.

Plant's do respire, but this has little impact on a tank, bacteria and fish have the lion's share, bacteria alone can drop your O2 levels to near 0-2ppm if you disturb(or some fish) the substrate good.

Some surface turbulance is good, don't be anal about "conserving CO2".

Add good current, most moderate fish loads should be fine.

Once again, give yourself over to the plant's needs, then the fish will be happy.
