[APD] Fish response to light levels

Lumen readings are based on the humen Eyes response to light.
How do fish's eye's respond to light, is it similar to humen response to
light ?

Say we take
A - The Sera Deep blue 36 Watt - 300lm and PUR-efficiency of 0.77.
B - The Sera Daylight 36 Watt - 3250lm and PUR-efficiency of 0.72

To the humen Eye A will look rather dim and B quite bright
To plants both will be about equaly bright
How will fish see the bulb - will fish also see A as dim and B as bright or
not.

When keeping fish that perefer lower light levels would it make more sense
to use bulbs with low lumen ratings but high PUR-efficiency ratings ?
