Try selling the CO2 bottle locally.  Home brewers also use CO2 bottles. 
Contact a homebrew shop or homebrew club near you.  A homebrew shop will
know of homebrew clubs in the area.  Homebrewers would also be
interested in the regulator, but not the diffuser.

My local UPS Store says it has to be completely empty of gas to ship. I
guessed its dimensions to be 18" high and 6" in diameter.  From where I
live (60504) to Beverly Hills (90210) would cost about $12.00 for
shipping and about $10.00 for packaging (if they package it).
