You're kidding right???  They really won't let you have fish? Even most 
university dorms will allow you to have fish. I imagine you could keep a tank 
without fish, you would just have to pay extra attention to your nutrient 
supplementation. Personally I would keep fish anyway and if they complained I 
would just tell them where to get off.  Either way, the first time you see a 
cockroach, you better raise hell with them... remember "pets" aren't allowed.
