I have no problem with adding nitrate to the one planted tank.... And that's
what I've done.

However, the breeding tank, which only has 1 crypt, 1 bunch of java moss and
1 lace java fern is another issue.  German Rams are sensitive to water
chemistry changes, and I fear the introduction of nitrates my stunt or stall
breeding attempts.

Sean, your nitrate level is almost certainly the problem. Every time I've
suffered a BGA infestation has been when my nitrate levels were too low. If
they're unmeasurable in your tank, you have a definite problem with
macronutrients.

In my personal experience, a nitrate level less than 2 ppm is asking for
trouble. I generally shoot for 5-10 ppm NO3.

For me a 4-day blackout worked well to kill the BGA. Then regular dosing of
KNO3 kept it away.
