[APD] pH at which CaCO3 dissolves

At what pH does CaCO3 dissolve? pH=8.8

This is a question I have had for a while, also, because I get calcium
deposits on my heaters which I have to remove periodically to keep the
heaters working properly.
I'm not questioning the calculations, but if it dissolves at pH of 8.8, why
do I get these calcium deposit?. My water has a pH = 8.2, and a dKH = 19, I
think that is around 300 on the other scale (ppm?),

Thanks

Cheri
