All those previous replies forgot to add a step....

Step back, admire your handiwork, then curse and whine as the 
stem-by-stem planted plants gradually float up just as you've towelled 
dry and poured out the water in your holding bucket, stomp over to the 
faucet to refill and start over

(lather, rinse, repeat, lather, rinse, repeat!)

Depending on the inherent "floatiness" of the plant and the activity of 
your fish, you may need several rounds before they stay, even with 
thick fine substrate, but it really does work better in the long run, 
despite the cursing.
