[APD] small lamp efficiencies

The best rating I found under 20 watts is for F17T8/841 with 82
lumens/watt. Compact fluorescent globes ranged from 50-60 lumens/watt,
CF spiral lamps ranged from 63-69 lumens/watt, U shaped CF lamps ranged
from 50-69 lumens/watt.

The CF lamps give comparable performance to T5 but are less efficient
than T8s. The T8s had double the life expectancy of the CF lamps.

I didn't find any data on ballast efficiencies yet.
