[APD] small lamp efficiencies

What is the most efficient lamp & ballast combo around 15-20 watts?

I've found some data for T8 linear fluorescents at 18" 15 watt that
produces 600 lumens.

Are the compact fluorescent lamps more efficient at this size?

Low voltage Xenon puck lights only produce 225 lumens at 20 watts. Not
even close.
