I disagree.  I have two tanks of dwarf puffers with shrimp without any
problems.  I would never put any other type of puffer with shrimp though.
Also, the dwarf puffers do not seem to eat hydra.  I have hydra growing in
my 5.5 gallon tank with the dwarfs - I wish they would eat it!  They have
eaten all snails and the little tiny freshwater limpet like things in the
tank.  Also the dwarf puffers in my 5.5 gallon tank go without food on the
weekends yet they have not made a meal of the shrimp.  The shrimp are as
large if not larger than them.  Just my experience from keeping these little
guys for years.

Number 2 is a bad idea!! Think about it, snails is not the only thing dwarf
puffers eat! If they are strong enough to bite through the shell of a snail,
how long do you think it will take them to eat a shrimp? They will also eat
Scuds, flatworms, planaria, hydra....
