Assuming all of the phosphate you added is dissolved in to
the water, and assuming that your tap water doesn't have
much phosphate, then repeated water changes are the fastest
way. Each 50% change cuts the then current level by roughly
half. Note that 2 25% water changes do not equate to a
cumulative 50% water change, but something more like 35%
since there is less phosphate to be removed after each
water change.

Is there a reason you can do repeated water changes? Other
than that they can be a pita?
