[APD] Grow hairgrass

I am trying to grow hairgrass in my (1 x 1.5 x 1) feet tank.
The substrate is just ordinary garden soil at the base covered with some
coarse sand.

I use 2x20W PL light.
After a while, the grass turn brown, covered with algae and died.

Now I redo the tank as before.
But I use 1x20W PL light and put in some floating duckweed and a Nana
plant
And hope for the best...

I thought hairgrass should be easy to grow.
How do I grow a hair-grass ONLY tank ? How do I start ?
Can anyone tell me what did I do wrong ?
