I don't think the wpg depends on the tank volume -- tank
height yes, to some extent, but not volume. 

Rules of thumb only:

up to 1.5-2 = low; 2 moderate; 3-4 high; above 4 specialty

You can feed CO2 with any of these but I wouldn't run much
over 2 wpg without adding CO2.

The method by which CO2 is added doesn't really matter,
just the CO2 level in the water, which can be accomplished
by several different meachnisms, including bubbling into
filter or powerhead.
