I don't keep my house at the same temperature in "winter" as I do in summer.
To keep my house at 20C/68F in the summer would cost a small fortune with
our 37C/98F+ summers here in Texas. Typically I shoot for 23C/74F. In
winter I typically let the temperature drop a little cooler in the house
mainly because I hate the dry heat put out by heaters. So I keep the
temperature around 21C/70F.
So, at least where I'm concerned, I find that heaters in my aquarium are
more important during winter because I keep my house cooler during that
time. I guess it comes from the tendency of needing to offset the outside
temperature by a greater amount to maintain a certain comfort zone. In
northern climates more energy is spent to keep a house warm. In southern
climates more is spent to keep it cool.

It brought me out of lurker mode to, a few days ago. :) I think this is due
to isolation or to be more precise lakk of isolation in homes with warmer
climate. It should be needless to say what happens to their homes when the
temperature outside dropp.
The best temperature outside in the winter is about -5C
