Yes, they will grow plants, but they will also cook your tank and run up 
your electric bill in a big way. Any of the florescent lights or any of the 
HID lights (Metal Halide, etc.) will be significantly more efficient 
providing much more light with less heat. You'll probably also find the 
halogen light to be too yellow since they usually have a color temperature 
around 2800K or so.
