Getting a cannister filter will probably help a lot.
I used to have 2 50gph Duetto internal filters on my
30 gallon, and I had a big problem with mulm building
up in my micro tenellus (didn't have hairgrass at the
time). Putting in an Eheim 2222 Professional went a
long way towards alleviating that problem. Having
sufficient mechanical filtration makes a big
difference.
I have a good sized patch of E. parvula now, and when
I do water changes I lightly siphon through it like
you described. In between I use a turkey baster and a
brine shrimp net to do spot checks. Works well. It
is only an inch high, but that would probably work for
the taller stuff too.
