It might the the wrong time of year, but most garden centers that cater to
customers with fish ponds ought to have Papyrus. Around here, they are sold
during the spring/early summer.

If you are ambitious and don't want to wait until spring, Whatcom Seed
Company (http://seedrack.com) sells seeds of both regular Papyrus (Cyperus
papyrus) and Dwarf Umberella Grass (Cyperus alternifolius). Growing either
of them shouldn't be difficult.
