They are bladders.  It looks (from what I can tell)
and sounds like Utricularia gibba.  The bladders
capture very tiny aquatic life (carnivorous plant). 
The stuff is a real pest and very hard to get rid of. 
Some may not mind it, but I'm definitely not a fan.

It doesn't always have the long leaves like in the
picture (or even the bladders).
