I have found that even if only 1% CO2 is bubbled into an aquarium, 
quite a bit of it is absorbed.  Actually 1% CO2  has 33 times as much 
CO2 as the atmosphere, and so a lot more of it gets in the water than 
would come from the atmosphere.  My method of breathing into a bag 
and then pumping the air into the tanks produces about 3 to 4% CO2 
and that gets the CO2 content of the tanks up to 25 to 30 PPM.
