I'm sorry if I missed this but how hard is your water?  The moulting process
for the shrimp require iodine (which should be present in the water column
from food).  You could attempt to add some.  It would not require a lot.

More immediately though, if you have very very soft water, the shrimp may
lack the necessary calcium to form the shells.  While it's true that the
shells contain chitin, they also contain sizable amounts of calcium in the
form of calcium carbonate.

If you have very soft water, the shrimps may not be able to bind enough free
calcium to form their shells.  What is your alkalinity like?
