Oooops.  Actually, the prototypical fluorescent lamp
efforts (and patent), and the first using filaments as
ballast, date back to at least 1901!  For aquarium use,
that prior figure of "1930s" is well within the margin of
error, but I thought I'd clear things up anyway.  ;-)
