Robert, 

Heteranthera zosterifolia (stargrass) fits those
conditions.  Just give it a haircut (not lower than
about 2 inches or it may not come back).  I was
placing fresh tops back into the rooty web for a while
with success.  Even if you don't do that, it comes
back quickly.  Looks nice too.
