You bwant the diatoms to coat the outside of the bag.  so yo can put
the diatoms in the jar, then assemble the filter and then run the
filter with the output tube clamped closed for a few minutes, until the
water is clear and the bag is coated.  

The pump sucks water through the jar, which suck the diatoms up against
the bag like a fine coating of of silt.

That's the easiest way to do it for most folks.

The coating of the diatoms on the outside of the bag is the filetering
medium that does the fine filtering job.

BTW, the diatoms pretty much fall off when you stop the pump.
