Yes it does. That's the whole point. Watts per area does not take depth
into account but watts per gallon does. A tall 40 gallon tank will have
more intense light at the surface because it is spread out over a
smaller area than the short 40 gallon tank. This is necessary to insure
that there will be enough light at the bottom of the tank. The short
tank has a bigger area and less intense light at the surface but has a
shorter distance to go so that's OK too.
