How about microwaving the foam?  This works with kitchen sponges to keep
the smells down, and why not for the filter insert?  Just get it nicely wet
(very damp, not dripping), and zap it for about a minute or two (until it's
steaming).  Should kill anything living there, which might be good as long
as  you're not depending on the pads as your main dentrifying bacterial
sites, and it won't introduce any noxious chemicals.
