I have friends here in PA with small goldfish ponds who don't have mosquito 
problems,  They have small fountains or waterfalls that keep the water 
moving, and mosquito larvae don't do well in that.

Mosquito larva are rare in any water that contains fish of any kind.

A note about mosquito fish, Gambusia species:  Many people think that these 
are evil incarnate because of their well developed predatory skills.  Even 
given their small size, they compete very successfully with native species, 
eating their eggs and fry and food.
