According to Seachem, 1 pound of Flourite is 28 cubic inches (0.5 L,
0.5 quarts).  

Obviously, there would be some slight variations but his should give
one th ability to calculate how many 12 pound bags to buy to achieve a
desired fill in a tank -- multiply the internal tank size (width and
breadth in inches) times the desired average depth in inches -- then
divide by 28 = number of pounds needed.  You can then divide by 12 and
round up to a whole number to get the number of 12 pound bags.
