SF bay area water

It is unlikely that a switch from chlorine to chloramine
is killing your fish. Amquel detoxifies chlorine, ammonia,
and chloramine. It's not likely to be an increase in chlorine
or chloramine otherwise adding more would have helped.

Is this a new tank?

I'd test for pH, amoonia, nitrite, and nitrate in both your
tank water and tap water. One possibility that leaps to
mind is that you've got a lot of ammonia in your tank
(detoxed by the amquel) which is turning into nitrite which
can hurt fish if there's enough of it.

btw you can get a copy of the latest water quality
report at www.ebmud.com (east bay mud). they have it
in .pdf format at:
