Bob,
Your brown algae (diatoms) thrive when light levels
are too low. Your wattage isn't even 1 watt per
gallon. I understand that it's not a planted tank,
but more light and/or a fresh tube will help get rid
of it. Otocinclus eat it, and you could put some of
them in if the water is warm enough.
