The question is: will the vendors of aquatic plants care enough to take the
extra time, effort and expense to provide this option? Will their customers
choose to pay for it? Even with a $30.00 shipping and handling charge, I
doubt they are doing more than just breaking even on the deal.

That is the big question...Would you pay $30 shipping for a 20 dollar plant
package?  The other alternative is for the customer to simply have an
acceptable risk that a portion of the order may arrive damaged.  Even under
extreme conditions, it is rare for more than a small percentage of the
plants to be damaged, and its likely that none will be. It is impossible to
predict with certainty.
