I have a couple Amazon Swords and the new growth is coming in smaller than
the existing leaves.  I've always associated this with insufficent light,
but I have 370W over a 55 gal.  CO2 is added at about 2-3 bubbles/sec and
daily additions of PMDD.  The substrate is just gravel, but the tank has
been established for 3-4 yrs.

My crypts, java fern, and Rotala wallichi love it and Vallisneria americana
doesn't.
