yeah, those bags are actually made of mylar (aluminised plastic). they package the chips in an oxygen free atmosphere to stop them goin off, the mylar keeps the oxygen out (highly impermeable). i've used it for living electronic sculptures of butterflies, it reflects nearly 90% of incident light when clean (i reckon). CDs are similarly contsructed. yours, matt.
