I find that a new plant w/o a runner bud will tend to grow large and only
then will they produce runners.  Usually these runners dont grow as large
as the original parent plant before they themselves produce runners.  My
guess is the plant will first try to establish itself well before it
diverts resources to bud production.  

If you new plant already has a runner bud or a runner bud ready to erupt,
won't grow as large and will be more apt to continue producing more
runners.  Hey, its already used its resources to produce the bus so it may
as well use them.
