I do agree with you that a shallower tank would be easier to maintain.  I
read an article on an aquarists who built his dream tank (10ft*3ft*32
inches deep).  He figured that he should not make the tank deeper than his
arms could reach so that he could maintain the  aquarium easier.

I think that using a couple 250 watt or 400 watt MH bulbs could work.  I
read somewhere (I forget the reference) that 175w bulbs were good for up to
18 inches depth, 250 watts was good for 30 inches depth and 400 watts was
good for up to 36 inches depth (this is for reef aquariums).  Considering
that the depth of the sand bed will problably be 4-6 inches, I think that
it is very possible.
