It's not a matter of developers realizing the market potential.

Software development tools are more common and easier to use for the
windows platform, and those tools can not produce applications that
run on other platforms. 

Borland is about to release a version of Delphi that will produce
Linux applications, and it's been rumored that a Mac version won't
be far behind.  Once that happens, it will be easy to produce
Windows apps, and release versions for Mac AND Linux.
