This 3 watts or more level for nice red colored plants is not correct. I
have some very red colored plants that "supposedly" require high light in 2
watts per gallon. Other folks on this list have also. Red Cabomba, Cherry
leaf Hygro, Hygro sunset, Rotala Macrandra/indica, A. reineckii etc all will
do fine at this amount of light. 
More light will "sometimes" help some plants(it gets back to how you balance
your tank)  but direct correlation to more light and redder plants in dead
wrong.
