Sorry to be so flip, but that really is what you have. I imagine they are
probably either aphids or plant hoppers, either one of which the fish will
think are a tasty snack. I get aphids on my floaters. Stir them up
occassionally or with large things like floating ferns invert them. If they
are aphids, they will cling to the leaf surface and end up submerged.
Especially if you have any live bearers in the tank, they will relish the
buggy snacks :)
