Having a central CO2 tank is an interesting proposition.  A single
regulator attached to the central CO2 tank should be all you need.
This will deliver the desired flow/pressure of CO2 into your piping.
You are right that you will need multiple needle valves, one for each
tank.  Once the system is set up, it may require some fine adjustments
between the needle valves on each tank and the regulator to get the
desired flow rates of CO2  into the tanks.  A possible problem is when
the central tank is empty, if you can't replace or refill it in a short
time  you may have multiple tanks undergoing pH changes.  Let us know
