Checking their online catalog at

I couldn't find a Dulux L with a color temperature higher than 4100.  I
was able to find a Dulux S with a color temperature of 5000.  They list it
at 7, 9 and 13 watt sizes with item numbers 20307, 20308 and 20309,
respectively.

I can't say a thing about ballasts, other than what I remember from their
product data sheet; the S series has an integral starter and it's made to
use magnetic ballasts.
